No attendance cap on the permit form.
Permit conditions
There is no park-specific page; a ceremony permit goes through the Monterey District office on the statewide DPR 246 form, which carries no fee table and no attendance cap. Beach fires are prohibited across the district. Dogs on a leash south of the Monterey Tides Hotel and not allowed north of it. Drones prohibited.

Parking
Day use 8am to sunset. Two parking lots, each with accessible spaces and accessibly designed chemical toilets. A beach wheelchair can be arranged. North access is off Highway 218 at the Seaside exit; south access is at Figueroa Street and Del Monte Avenue.
